Job Description

About the Position

The Field Officer (Climate Change and Fisheries) will represent the IkanAdapt project at local levels for project management, finance management and capacity building management in target implementation areas at the municipality, post administrative and villages levels for delivered the target output into the target beneficiaries to focusing on improving nutrition outcomes and food system sustainability in the face of multi-dimensional change.

In line with the new WorldFish Aquatic foods for healthy peoples and planet research and innovation strategy, the WorldFish Timor-Leste country program in expanding its focus on components of foods system beyond production, including the impacts of climate change. IkanAdapt seeks to use nature-based solutions, working with communities, fishers, and fish farmers to improve climate resilience of fish-based livelihoods and food system. In doing so, project activities will ensure strong biodiversity outcomes, include improved management and protection of vulnerable species and habitats.

This position will be based in Municipality where targeted and having key role in the implementation of the IkanAdapt project deliverables to ensure that all outputs of annual target are well delivered on track in sustainable manners and close coordination with MAF/Fisheries directorate representatives in the target municipalities and direct coordination with Local authorities, Community leaders and community target as a direct beneficiary. The Field officer also will be travel to Dili-WorldFish head quarter office for meetings and coordination should be requested by IkanAdapt Project Technical Coordinator

The Person

The successful candidate will:

  • Take overall coordination responsibility for project activities implementation in Municipalities, (Viqueque and Lautem, Covalima and Bobonaro, Aileu and Dili, Atauro and Oecusse) to ensure effective coordination with Local Government Authority at Posto Administrativo levels, and Ministry of Agriculture and Fisheries and other relevant stakeholders are established.
  • Collaborate and coordinate with Administrator post administrative, Head of Villages and MAF/Fisheries directorate representatives or Fisheries Official to assist and support implementation of the following project activities.
  • Base line assessment for the IkanAdapt project with particular focus on risk household in coastal communities.
  • Climate change vulnerability assessment in all target areas within Villages target.
  • Stakeholder awareness/engagement and related capacity building activities to be undertaken in post administrative and villages levels.
  • Piloting of the outcomes of feasibility study into local production and/or sourcing of affordable fish feed for the aquaculture sector, drouth resilient home garden, mangrove restoration and riverbank restoration.
  • Establishment of a women led cooperative for the sale of local fish includes training in fish handling, value adding and sourcing and business and financial management skills.
  • Coordinate with local authority for the implementation of the scoping study activities through consultation with community and industry stakeholder for the existing MPA management activities.
  • Assist in the implementation of capacity building activities for marine protected area management staff as well as officials from the neighbouring municipalities in MPA planning and management.
  • Assist and support the project team in stakeholder consultation for the validation and endorsement of the draft management plan for the proposed MPA.
  • Assist and support the project team the stakeholder consultation for the review of alternative financing option to develop a financial sustainability plan for the Existing MPA.
  • Coordinate the collection of information, monitoring project progress and impact evaluation include carry out regular monitoring activities to ensure measurement of project achievement with special emphasis on the result of World Fish’s contributions.
