About the Position

Reporting to the Account Manager, the Project Accountant will lead on the delivery of quality financial management of the project funded by a large international donor. This role by collaborating with other members of the Timor-Leste and WorldFish headquarter Financial Services (FS) team ensures that all project transactions are correctly accounted for, compliant with donor expectations, documented and properly reported.

The Project Accountant will be supportive and offer training and sound advice the relevant partners, contractors and consultants. They will also work with implementing partners, donor/funding organizations and government officials, to ensure high-quality and transparent delivery of financial activity and reporting.

Requirements

This job might be for you if you have the below skills and qualifications:

  • Ensure financial records are submitted and financial information is entered into OCS (accounts system) on time following WorldFish / donor’s financial rules and regulations.
  • Ensure that project expenses are accounted for accurately in the system, and reported to the donor, according to agreed timelines.
  • Assist in project management and project administration from project initiation to project closure including, but not limited to, maintaining proper project accounting files and master data, responding to external and internal queries.
  • Reconcile project bank account(s), project subsidiary ledgers and records to control accounts and with relevant parties, where applicable.
  • Ensure partner financial management (i.e. financial input to Program Participant Agreement (PPA), advance monitoring and review of partner expenditure) are compliant with WorldFish and donor’s financial rules and regulations.
  • Assist the Regional Manager with the financial and grants management and administrative matters of the project and provide financial support regarding the annual work plan and budget ensuring the cost efficiency and value-for-money at every stage.
  • Support staff in the budgeting and forecasting of project activities and reporting them to the donor and other stakeholders.
  • Perform all other relevant duties that may be needed to ensure the overall efficient implementation of the project.

Desired Skills and Qualifications

  • A full member of an international professional accountancy body, e.g. ACCA, CIMA or similar; or
  • Hold a degree in accountancy with at least 3 years post-graduate experience in a similar role.
  • Minimum 3 years’ of relevant work experience of which at least 2 years is in the international non-profit organization.
  • Must be conversant with international accounting standards i.e. IFRS / IAS and donor rules and regulations (USAID / EU) relating to project/program accounting and financial reporting.
  • Good interpersonal skills and able to work with different levels of staff from different cultural and religious backgrounds (in and outside Timor Leste).
  • Strong sense of professionalism, business ethics and integrity.
  • Good command of English (both verbal and written); and able to translate the Tetum language to English accurately.
