The ideal candidate for this job will demonstrate a combination of knowledge and experience in international development, management of projects and teams, and building relationships with both internal stakeholders and external clients.
About the Project
Catalpa has been engaged by the World Bank to support the Social Accountability and Inclusion for Improved Public Spending and Service Delivery project in Timor Leste. The project seeks to better financial management and public services in Timor-Leste, with a focus on transparency, efficient health spending, and including marginalized groups in decision-making. Funded by the Global Partnership for Social Accountability (GPSA) and overseen by the World Bank, the project will design and implement focused interventions primarily in Health in order to provide the Timor-Leste Government with policy suggestions to enhance citizen participation and foster cooperation between civil society and government officials.
About the position
The Team Leader will be responsible for the effective implementation of the Social Accountability amp; Inclusion program. This role involves close collaboration with the Catalpa project team, Government ministries, the World Bank, and other key stakeholders.
The key responsibilities of the Team Leader will be to facilitate stakeholder engagement, design and manage the implementation of social accountability interventions, and work closely with government and civil society organizations to assess their effectiveness.
Reporting to the Senior Sponsor, the key roles and duties for the Team Leader are:
Manage the team - provide day to day management of the project team, ensuring the team delivers the expected program outcomes in line with work plan milestones. The team leader will create an inspiring team environment with an open communication culture, set clear team and individual goals and delegate tasks and deadlines with the team.
Lead Project Planning amp; Implementation - oversee the creation, approval and delivery of program work plans and interventions. The team leader will make effective use of Human-Centered Design and Agile methodologies throughout project delivery.
Manage the Partnership - manage stakeholder relationships across the project, building and maintaining excellent relations with all relevant external stakeholders, especially Government Partners, World Bank, and other partners participating in the program.
Project Monitoring Support and Reporting - provide high quality reports on project updates, progress, accomplishments, risk and issues. The team leader will monitor for areas of low performance and high performance and work with the team to develop corrective measures in a timely manner.
Training and capacity building of project stakeholders - identify appropriate training and capacity building opportunities in the project and work with the team to schedule and conduct the training on a range of topics.
Product implementation support - work collaboratively with the Technical Lead in the design and development with any digital intervention development process. The team Leader will share feedback, lessons learned and issues identified in the project implementation activities to inform product development and opportunities to improve the product/system.
Program Operations, Finances amp; Risk Management - whilst supported by Catalpa’s core operations team, the team leader will proactively and effectively manage the project’s resources, budgets, procurement and logistics.
