Catalpa is in search of a passionate Team Leader who is motivated to create significant and lasting change in the lives of people in Timor Leste. The ideal candidate for this job will demonstrate a combination of knowledge and experience in international development (specifically social protection), management of projects and teams, and building relationships with both internal stakeholders and external clients.

About the Project

Bolsa da Mãe - Jerasaun Foun is an initiative of the Timor-Leste Ministry of Social Solidarity and Inclusion (MSSI), supported by the governments of Australia through the Partnership for Human Development (PHD), providing monthly cash payments for families for a better quality of life. The Jerasaun Foun program aims to improve national nutrition, health, education and poverty outcomes through the delivery of a monthly cash payment to pregnant women and parents of children 0 - 6 years old.

Catalpa International worked collaboratively with PHD and Pacific Partnerships for Social Protection (P4SP) supporting the MSSI in the implementation of Bolsa da Mãe- Jerasaun Foun program.

Catalpa is responsible for the design and development of Jerasaun Foun’s digital platform which facilitates digital registration into the program, the management of beneficiary information, and payment processing.

About the position

The Team Leader will manage Catalpa’s role in the program implementation, working closely with the PHD and P4SP to support the MSSI. The Team Leader will work closely with Catalpa’s product and implementation team to contribute to the achievement of the program’s outcomes. The team lead will ensure the program team is well supported to achieve impact and the program engages effectively with government partners, managing contractors and donors.

Reporting to the Senior Sponsor, the key roles and duties for the Team Leader are:

  • Manage the team - provide day to day management of the project team, ensuring the team delivers the expected program outcomes in line with work plan milestones. The team leader will create an inspiring team environment with an open communication culture, set clear team and individual goals and delegate tasks and deadlines with the team.
  • Lead Project Planning amp; Implementation - oversee the creation, approval and delivery of program work plans and interventions. The team leader will make effective use of Human-Centered Design and Agile methodologies throughout project delivery.
  • Manage the Partnership - manage stakeholder relationships across the project, building and maintaining excellent relations with all relevant external stakeholders including the Ministry of Social Solidarity and Inclusion (MSSI), Donors, Partnership for Human Development (PHD), and other partners participating in the program.
  • Project Monitoring Support and Reporting - provide high quality reports on project updates, progress, accomplishments, risk and issues. The team leader will monitor for areas of low performance and high performance and work with the team to develop corrective measures in a timely manner.
  • Support training and capacity building of MSSI staff - coordinate with MSSI and PHD SSI technical teams to identify relevant training and capacity-building opportunities. The team leader will schedule and conduct training on BdM-JF digital products in collaboration with the team. The team leader will work with the team to prepare and deliver project training sessions.
  • Product testing and implementation support - work collaboratively with the Technical Lead in the design and development with any digital intervention development process. The team leader will share feedback, lessons learned and issues identified in the project implementation activities to inform product development and opportunities to improve the product/system.
  • Program Operations, Finances amp; Risk Management - whilst supported by Catalpa’s core operations team, the team leader will proactively and effectively manage the project’s resources, budgets, procurement and logistics.
